Abstract
This work presents the first incidence analysis on the impact of social and tax policy faced by households in Bogotá, and how it can be approximated from a net balance at the household level to the redistributive effect of taxes and contributions. The study makes an effort to identify the most relevant group of social policy subsidies in the city, and identifies an important part of the tax burden on members of a household in Bogotá, and the way they affect individuals and their households, differentiated by their location within the city, their income or their socioeconomic stratum.
In particular, the research contained therein estimates that social policy reduces income inequality by 10 percentage points, measured by the Gini coefficient, but that this social advance in inequality recedes when the household budget considers the tax burden they face, which presents a regressive scheme, especially for the city's lower-income population.
This text opens an agenda of debate with respect to the national and international literature on the possibility of understanding in a detailed way the state action within a city. And how it is necessary to understand in a comprehensive manner the redistributive effects of social and tax policies.
