Abstract
The treatment of border territories by nation-states has different approaches, depending on the state logic regarding the role of subnational territories in nation-building. For some state logics, the border is a dividing line that delimits and protects the integrity of the country against threats and possible interferences; Therefore, the entire territory that circumscribes it is considered as a scenario for the intervention of the Nation in a priority and prevalent manner, its function being to guarantee the control of the territory, the exercise of sovereignty over it, and the imposition of regulations on the economic activities that take place there, the transit of people across these dividing lines, the infrastructural conditions that allow or impede integration with other territories, and the competencies of the territorial authorities on matters that concern them and have a direct impact on their territorial management, but which do not always depend on the autonomous decisions of mayors and governors.
This way of understanding these territories turns them into containers of the Nation's action, receptacles of public policies conceived, designed and implemented by the center of power, and operationalized in municipalities and departments as "addressees" of the programs.
