The State in the Digital Age

The globalization process and the development of new technologies represent a constant challenge for public administrations, accustomed to the existence of stable structures and unwilling to dialogue with society. In the 21st century, the State must constantly reassess its old institutions, seeking greater inclusion and communication with the citizenry, to allow more democratic practices in accordance with the various demands of societies. The existence of various valid legal orders requires the construction of communication bridges between the international legal order and the internal legal order of States. Likewise, the Legal Pluralism present in the State itself shows important challenges for the governance of various public and private actors in the digital age. In this context, how can we achieve greater coordination and cooperation among various actors with legitimate claims to power? What is the role of the State in the digital age? What are the limits of state power in the digital age? In this context, the inquiry into the theories of justice will also be an articulating axis of the project. This is because it is essential, as a preliminary matter, to establish which principles of justice should regulate the forms of state organization and the exercise of state authority, in the context of globalized interaction that operates under strong interconnection networks in multiple dimensions. The fact that States are not isolated and self-sufficient institutional structures entails a need to reconsider the content and scope of the ideal of justice, as well as to question the role of public administration in its materialization.
