Constructive safety/selective safety. A conceptual map to understand and manage the risk of global ungovernability.

The changes in the international security system that have taken place since the September 11, 2001 attacks on the United States raise the need to draw up a useful conceptual map to explain the risk of falling into a climate of widespread ungovernability.
Having such a conceptual map may also be appropriate to better illustrate the decision-making processes in which governments are immersed.
