Description
The changes in the international security system that have taken place since the September 11, 2001 attacks on the United States raise the need to draw up a useful conceptual map to explain the risk of falling into a climate of widespread ungovernability.
Having such a conceptual map may also be appropriate to better illustrate the decision-making processes in which governments are immersed.
