Abstract

Within the framework of the call No. 525 of 2011 of the national program of Young Researchers and Innovators "Virginia Gutiérrez de Pineda" of the Administrative Department of Science, Technology and Innovation of Colombia (Colciencias) traditional modality, the research project was presented: "Evaluation of the impact of Information and Communication Technologies on organizational structures - Government Case". This project was part of the final list of projects funded at the national level. Thanks to the financing of this project and to the work carried out in the line of Management of the Research Group on Business Sustainability (GIPE) of the School of Administration of the University of Rosario, this document presents the results of an investigation derived from the macro project, previously mentioned, which focuses on the Electronic Government (EG) in Latin America. This research has the objective of elaborating a theoretical framework on the design, deployment, evaluation, and future of the EG in Latin America. To achieve this general objective, it is vital to advance on three interrelated fronts. The first is to present the evolution of the international framework of cooperation agreements related to the GE in Latin America. The second is to evaluate the performance of a sample of Latin American countries in deploying strategies related to GE and transparency. Finally, it is considered essential to identify the GE's trends at a more general level. In the first section of this document, the problem delineation, objectives and questions on which the research will focus will be specified. It will then address the conceptual framework needed to contextualize ICT dynamics, their impact on society and their role within the public sector. Subsequently, an analysis will be made of two reports related to the evaluation of GE's internationally implemented strategies: that of Brown University and that of the United Nations (UN). Then, the beginnings of the EG in the Americas in relation to summits, agreements, commitments and international agendas will be identified. Afterwards, there will be an introduction to the initiative Efficient and Transparent Municipalities (MuNet) of the Organization of American States (OAS) within a framework of cooperation and multilateral coordination for the implementation of GE strategies and the inclusion of Latin American municipalities in the Knowledge Society. Based on the countries participating in phase II of the MuNet program, the sample of countries to be evaluated will be determined. This evaluation will use two main sources as inputs. The first is the UN GE Report. And the second is Transparency International's Corruption Perceptions Index. Subsequently, the trends of the EG at the international level will be presented. Finally, the conclusions found throughout this research will be presented.
