Resumen
The document aims to analyze how drug policies are structured from the global to the regional level and the effect this structure has on cooperation between the United States and Colombia. The methodology employed is qualitative and quantifiable, focusing on exploring specific or small-scale situations or cases in detail. Research techniques combine documentary analysis with the analysis of official data. The findings suggest that the construction of an international regime must be based on the calculations and interests of the actors involved, not only from the perspective of maximizing individual benefits, but also from the intentions and interactions of all involved, viewed through an intersubjective lens. It is concluded that, despite the interest in rethinking the schemes from which the challenges associated with illicit drugs have been addressed, problems of disarticulation between the different levels at which policies are developed persist, due, among other reasons, to the fact that the conventional paradigms under which the global drug problem has been interpreted have not changed in their essential aspects.
