Resumen

Para hacer frente a los desafíos de proporcionar un servicio de transporte público asequible sin comprometer la sostenibilidad financiera del sistema, muchos sistemas de transporte están estableciendo tarifas a niveles de recuperación de costos. Sin embargo, para ofrecer un servicio de transporte asequible a los pobres de las zonas urbanas, las ciudades pueden proporcionar subsidios específicos. Bogotá, Colombia, ha implementado un programa de subsidios para el transporte público en favor de los pobres que aprovecha la adopción de tarjetas inteligentes en su nuevo sistema de transporte público y en los instrumentos de lucha contra la pobreza del país. Este estudio presenta un análisis crítico de la justificación, diseño e implementación del subsidio de transporte público de Bogotá. Sobre la base de esta experiencia, se exploraron dos preguntas de investigación: ¿Cuáles son los determinantes de la autoselección del usuario? ¿Cuáles son los vínculos causales entre el subsidio y los resultados del empleo y los ingresos en el mercado laboral? Se utilizaron dos regresiones (lineal y probabilística) para identificar las características de los individuos que eligen solicitar la tarifa subsidiada. Se utilizó una técnica cuasiexperimental para la evaluación del impacto de la subvención en los resultados del mercado laboral. Esta investigación permite entender cómo diseñar subsidios focalizados para obtener los mejores resultados en el mercado laboral.
