Resumen
The power to amend the constitution has evolved as the classical theory of constituent power has been surpassed. The concept of constituent power has been changed, as its main difficulty lies in identifying the subject. Today, the concept does not refer to a specific actor, but to a historical force that gives relevance to the act, a collective construction. Therefore, the constituent power responds to a multiplicity of actors, where popular sovereignty involves another perception of democracy and of people themselves.
