Under the Foucaultian approach (1978, 2006, 2007 and 2008), the present work proposes to analyze possible links between elements of the governmental neoliberal colombian state which, in conjunction with the agency of international and national organisms, turned the rights of the Forced Internal Displacement victims in practices such as social risk management with the purpose of optimizing public cost and effective economic administration
