Abstract
Unlike before, time inevitably begins to take its toll in the absence of an effective response to the global-local (glocal) development model and the invisibility of the average human being, which promotes the neoliberal transculturality of global citizenship. The attempted responses are slow, very limited in scope, and face numerous obstacles. Thus, universal and regional human rights protection organizations largely limit their activity to the symbolic sphere, and national jurisdictions that offer accessible and low-cost judicial remedies against violations of fundamental rights are overwhelmed. The role that community justice can play in this area is often hampered in territories under the influence or control of illegal organized armed groups, and the processes of intercultural and interreligious dialogue continue their course in a slow way, with their advances and setbacks. Faced with this unexpected, the numerous reflections made last year on the occasion of the 70th anniversary of the Universal Declaration of Human Rights are presented as an excellent opportunity to leave in the background the celebrations of the milestones of the past and immerse oneself in the articulation of a proposal for the future that can effectively address the profound problems generated for the average human being by the glocal development model promoted by the neoliberal transculturality of global citizenship.
