Una de las estrategias que identifican las participantes está directamente relacionada con la gestión del cono-cimiento. En 1995 los lineamientos a nivel nacional del Instituto Nacional de Salud (InS) incluyó el programa de malaria dentro de la Red Nacional de Laboratorios, el cual tiene como actividades la capacitación y evaluación del desempeño de los microscopistas encargados del diag-nóstico y tratamiento en zonas urbanas y rurales (27). De acuerdo con las participantes estas actividades requieren fortalecimiento que garantice la supervisión, capacita-ción, evaluación externa directa e indirecta y calificación del desempeño de los microscopistas por parte de la SSDc con asesoría del InS (27). Guapi no es un municipio autó-nomo debido a su fragilidad económica relacionada con la declaración de quiebra bajo la ley 550 de 1990 (28) y está dentro de los 60 municipios del país peor calificados por el Departamento Nacional de Planeación, de acuerdo con su capacidad burocrática y la eficacia y eficiencia en la pro-ducción de resultados referidos a sus planes de desarrollo (29), por lo tanto, requiere del apoyo técnico de manera permanente de las entidades nacionales y departamenta-les en relación con el desarrollo de las actividades propias de la red de microscopistas.

Existen diferencias en la percepción de MME y MSE en cuanto al funcionamiento del programa en diferentes momentos históricos que permiten que se complemen-ten sus aportes al momento de generar estrategias para la eliminación de la malaria en Guapi. Las MME perciben más la necesidad de fortalecer el programa desde perspec-tivas institucionales, mientras que las MSE enfatizan en la necesidad del empoderamiento comunitario y recono-cimiento de prácticas populares ♠

N2 - Objective To describe strategies for malaria elimination based on the perception of Afro-Colombian residents in Guapí, in the context of the Integrated Management Strategy for the Promotion, Prevention and Control of Vector-Borne Diseases in Colombia (EGI-ETV). Materials and Methods Qualitative study based on focus group discourse analysis. Eight participants from the urban area of Guapi were divided into two groups. The first group included three female nursing assistants, and was called “women with more experience”; they were workers in the current health system and former Malaria Eradication Service officers. The second group was made up of female nursing assistants, and was called “women with limited experience”; they were workers in the current health system and were not directly trained in the malaria program. An inductive and interpretative analysis was performed. Results Eight subcategories emerged, framed in the EGI-EVT, making emphasis on promotion and prevention aimed at reducing malaria, especially in rural areas. This problem must be addressed comprehensively, including other health issues and social determinants that affect them, such as: basic sanitation, access to health services, lack of education, use of popular treatments, and lack of infrastructure, among others. Conclusion Participants consider that malaria in Guapi can be reduced but not eliminated. This problem needs to be addressed from an institutional and community perspective, taking into account cultural differences, based on strategies that include community empowerment and administrative and institutional strengthening of the program.
