Abstract

This book presents the reflections on the effects of the 1991 Constitution and its modifications made by professors and researchers from the Faculties of Political Science and Government of the Universidad del Rosario, as well as from the Faculty of Jurisprudence of the same institution, experts from the Colombian Center for Constitutional Procedural Law and recognized personalities from national life, in terms of the balance of powers and reform power, public policies and political participation, the Social Rule of Law, the perspective of our international relations and territorial ordering.

Like any legal-political text, the Political Constitution of 1991 comes to life and reveals its complexities through its day-to-day material application, a practice much more complex than the original enunciation of its written contents. Two decades of the new constitutional order, of its execution within the purpose of promoting the Social Democratic Constitutional Rule of Law, allow us to reflect on multiple achievements but also on the enormous concerns and discussions that we have exposed, which will be reviewed and deepened throughout this study.
