Abstract
The article pretends to demonstrate that the affirmation and consolidation of the electoral rules have contributive with democracy a way of institutional change. Although, the National Front, as a limitation of political dynamism, cannot be ignored, electoral law in issues such as political financing, publicity and polls, has to be regarded as fundamental for democracy and institutional change.
