Abstract
E-government is a basic tool for building sustainable strategies for development, inclusion and participation that allow the integration of different services, public entities and users in real time, seeking to maximize cooperation, efficiency, effectiveness and distribution of resources. The e-government public policy developed in Colombia since 2000 is a good example of the implementation of short, medium and long term strategies that seek to transform public management for the 21st century. The Colombian case is also an interesting case study to verify the opportunities and difficulties that governments and public administrations face when effectively implementing ICTs in public management.
