Abstract
The research and development whose results are presented in this paper concludes the existence of the phenomenon known as congestion, understood as the competition between the delay in the decision processes and the accumulation of the number of records in charge of each office in the administrative courts in Bogotá and Cundinamarca, and since its establishment, through a statistical model, identifies the main causes of the problem and proposing alternative solutions.
