Abstract

This paper presents how administrative law, when implemented, presents unexpected phenomena. In other words, I seek to show that the implementation of law is law and that its operation has implications for dogmatic legal content. Thus, the text has three main themes: the first refers to the different ways of speaking about law, whether as legal pluralism or not, to show a little of its irrationality and unrepeatableness at particular moments; The second talks about aspects not stated in legal dogmatics but that constitute administrative law, which I will call 'the administrative nothings'; and the last one poses a dilemma about the sources, in which I will try to illustrate that some human aspects of those who intervene in simple legal dynamics can strongly modify the legal content.
