Abstract

In this article, the situation of the black communities in Colombia is presented. The main part of the article shows that in spite of having a normative frame supposed to guarantee their cultural, territorial and environmental rights, they continue presenting difficult living conditions characterized by the poverty which is difficult to understand because they live in the zones with major quantity of natural resources in the country; this situation can be explained for the low levels of health and education and as consequence of the violence in their territories. This document tries to show how in this last fifteen years -after the expedition of the Law 70 of 1993-, where different mechanisms are established in order to protect the cultural identity and other rights of the black communities of Colombia they continue being victims of exclusion and marginalization.
