Abstract
People with disabilities are subject to exclusion from society's human capital because they are unable to access higher education, thus limiting their ability to contribute to personal and social development. Only 1% of the population with disabilities achieve university education. Although educational policy and regulations for people with disabilities in Colombia have been the subject of interest of different political and civil society actors for more than a decade, they have been restricted to guidelines for primary and secondary education, and have not been extended to higher education. It has been forgotten that the essence of accessing a higher level of education is to have the opportunity to develop social skills, increase knowledge and become qualified to enter the labor market, and thus contribute in an important way to the development and inclusion in society.
