Abstract

Considering the importance that education bears for a country’s development –especially in higher education-, the significant number of reforms that Colombian education has suffered due to the constitutional reform of 1991 and the implementation of the State modernization process, it seems enticing to analyze such changes from various perspectives. Firstly, from legislative evolution view, and secondly, form how such legal approaches have been conceived inside public administration, mainly in relation to management models adopted and finally, from up-to-date results. For such purposes, this article focuses on one of the most important activities of Colombian education to be developed when rendering educational services, that is to say, promotion, which appears as an indispensable activity to ensure the most significant goal within the framework of an actual social state based on the rule of law: democratization of higher education in Colombia.
