This project is part of the Minciencias Program 70593: Integrated response strategy from comparative and international public law to confront corruption associated with transnational organized crime in Colombia, in light of an evolutionary approach to the dynamics of maritime drug trafficking through simulation of social systems.

This project aims to design a strategy for Colombia to respond to corruption associated with transnational organized crime, based on the experiences of comparative public law and an adequate understanding of the behavioral dynamics of the maritime drug trafficking system in Colombia and the Americas. , paying particular attention to the response offered from international law.

The project will focus, first of all, on analyzing the scope and limitations offered by Colombian public law, especially through electoral law, administrative law, tax law and criminal law to respond to the phenomenon of corruption associated with crime. organized transnational. On this basis, the mechanisms offered by the experiences of comparative public law in various states of the region, such as Brazil, Chile, and Mexico, will be explored in order to determine what measures it would be advisable to adopt in Colombian domestic law to increase the level of effectiveness in combating this phenomenon. When carrying out the analysis, particular attention will be paid to the measures proposed from international law, in order to favor the construction of an integrated response that increases its effectiveness.

Based on a better understanding of the behavioral dynamics in the maritime drug trafficking system in Colombia and the Americas, the result of its analysis from an evolutionary perspective with the support of computer simulations, the project will use a qualitative-interpretative methodology focused on the collection and analysis of primary and secondary information, and in the organization and participation in international seminars that allow sharing experiences with those who have participated in the design and implementation in Colombia and the Americas of
response strategies from public law compared to corruption associated with transnational organized crime.
