Description

There are many pending issues in the study of Colombia's international relations and foreign policy, but one of the most pressing is undoubtedly the relationship with Venezuela. Several politicians and academics from both countries have dedicated their efforts to understanding the bilateral relationship. Works such as those of Socorro Ramírez, of Colombia, José María Cadenas, of Venezuela, and the Bilateral Academic Group are a clear antecedent of its importance. Several of their works have dealt with the border delimitation of marine and submarine areas, bilateral migrations, border dynamics, commercial relations or the binational indigenous population, among many others that are part of the relationship between the two States.
With the purpose of explaining and developing the great context in which some of the previous topics have a place, the Observatory intends to deal with all the topics, episodes and protagonists from 1830 to the present day.
It is necessary to re-examine the basis of the relationship between the two countries in order to overcome the circumstantial and episodic, and to understand the interdependence existing between the States and their respective nations. What are the bases of the Colombian-Venezuelan relationship? When does the difference and distinction between one State and the other arise? When can we begin to speak of a Colombian nation and a Venezuelan nation? At what point did a Colombian and a Venezuelan identify the other as a foreigner? What is the origin of the division? Can we really locate 1830 as a breaking point when a Venezuelan General, Urdaneta, was the president of what for the moment I take up again the name of Nueva Granada? These are, for example, only some of the questions that would correspond to the first historical stage of the bilateral relationship.
Likewise, there are several concerns that arise from the bilateral relationship and on which different academics have worked. These works have been developed from the juridical-historical perspective but not from the comparative and multidisciplinary one that is the objective of the present research. In fact, there are five works that address the legal-historical perspective and that have become the starting point for the study of the Colombian-Venezuelan relationship. On the one hand are the works of Cavelier la Política Internacional de Colombia in four volumes edited by the Universidad Externado de Colombia, and those of Vázquez Carrizosa, Historia diplomática de Colombia: La Gran Colombia y los Relatos de historia diplomática de Colombia, the latter in three volumes, edited by the Pontificia Universidad Javeriana, which make a general panorama of the diplomatic history of Colombia, and in which Venezuela plays a fundamental role. On the other hand, there are the works of Vázquez Carrizosa, Colombia and Venezuela, a tormented history, and Londoño Paredes, La frontera terrestre Colombo-venezolana, which approach the relationship in a specific way.
The general public's limited understanding of the relationship is one of the elements that has played against Colombian interests in the relationship with the neighboring country. Comparatively Venezuelan citizens have a greater knowledge of the relationship for two reasons: first, the large number of Colombians who are part of Venezuelan society (the official figure is estimated at approximately 2 million Colombians in Venezuela and the unofficial 4 million); and second, because from basic education to students as part of their academic curriculum they are taught the history and relevance of the relationship with Colombia. Moreover, this situation was decisive in episodes such as Caraballeda's hypothesis, those of Corbeta Caldas in 1987, or more recently in the Gómez-Rondón proposal for the solution of the border dispute, in which Venezuelan society played an active role.

Commitments / Obligations
