Description

The Ministry of Commerce, Industry and Tourism in the Tourism Sector Plan 2018-2022 states that Colombia
positions itself as the Latin American country with the greatest tourism development, which indicates the importance of investing
resources to strengthen this trend, with the aim of this sector of the economy boosting growth
economic of the country and contributes to strengthening equity, in line with the commitment of the National Plan for
Current development.
Specifically, the department of Cauca has a tourism inventory that includes the 6 municipalities
beneficiaries of this project. In total, 132 destinations have been identified in the department that correspond to
ecological trails, country estates, beaches, hot springs and towns with a rich historical, cultural and
patrimonial according to the critical mass, geographical concentration and location of existing companies.
However, all these tourism resources have not been developed effectively; They do not have products
structured, nor tourist services, there is a significant absence of entities for the promotion of Cauca such as
destination, the presence of wholesale travel agents is almost non-existent and the few travel agencies have focused their
efforts towards outbound rather than incoming tourism. As a result, direct sales efforts and
post-sales of the destination are not very representative. Furthermore, they are immersed in a multifaceted territory with differences
social, ethnic, cultural, infrastructure and connectivity that affect the tourism system and the enhancement of
these important attractions.
Particularly, the department of Cauca is made up of a greater percentage of the rural sector, a low context
which makes sense to consider the study of its tourist ecosystem from the perspective of Tourism Based on
Community -TBC-. On the other hand, although the department's tourism offer has been defined as
ecotourism, ethnotourism and cultural, its competitiveness has not been possible if we take into account that 69% of the offer
tourism of the country has the same profile. In addition, Ordinance 050 of 2009 through which the Policy is adopted
Tourism for the Department of Cauca, proposes the management of tourism in the region from the perspective of a
Sustainable Tourism Model that is articulated with the principles of Community-Based Tourism.
Thus, from this project the aim is to develop the capabilities to consolidate a service offer
from the perspective of TBC in the tourism ecosystem that makes up the municipalities of Popayán, Puracé, Piendamó,
Cajibío, Silvia and Timbío (Cauca).
