Description
The complexity, diversity, and agility involved in solving public problems in contemporary societies demonstrate the relevance of public innovation, understanding it as the implementation of new ideas that create value for society.
Despite its relevance, studies are still needed to deepen the analysis of the literature built on the subject to identify the factors that facilitate or impede these processes both within public institutions and those to be considered in the process of relationship with citizens. and other ecosystem actors.
This, with the purpose of establishing new agendas that generate inputs to translate the theory of public innovation into practice.
In particular, in scenarios such as the Colombian one, where the assurance of democracy, the improvement in the legitimacy of the State, the optimization of public spending and the importance of strengthening State-Citizenship-Company-Other actors in the innovation ecosystem results from vital relevance to solve social demands that increase in dimension and become more acute in complexity.
Given this need, the general objective of this research was to design a conceptual structure that integrates the determinants of public innovation inside and outside the context of public institutions.
To achieve this, three specific objectives were defined: the first aimed at establishing a typology in which the innovation results of public innovation could be framed based on previous contributions in the literature.
The second, aimed at contrasting the factors that enable or limit public innovation established in the literature with contributions from actors in the public innovation ecosystem in Colombia.
And the last one, related to identifying competencies, attitudes and behaviors required by leaders and teams that implement public innovation processes within public institutions in Colombia.
