The accelerated growth of cities in Colombia has imposed major public policy challenges at the national and local levels in order to analyze the dynamics of income generation, the effects on the cost and quality of life, and the role of institutions. A key component in this context is the existence, persistence and growth of informal urban settlements, despite the active role of governments in promoting programmes for the demarginalization and integral improvement of neighbourhoods. The consolidation of this phenomenon of
urban informality is characterized by the formation of structures that reinforce the phenomenon of informality, and even facilitate the penetration of illegality. Understanding this problem requires an understanding of a continuum of mixtures and nuances ranging from the precarization of housing and high-risk buildings, to the growth dynamics of the "earth". illegal/informal in both large cities and intermediate cities.

There are information gaps as well as gaps in the mechanisms and incentives that maintain the territorial dynamics in Colombia and urban development, as well as their relationship with the structure of the country. of cities, production, employment, and urban services such as transport and transport. public services. In this context, this project seeks to understand and characterize the informal urban settlements and the barriers they impose on social inclusion and through a set of studies framed in two major themes: i. study of the economic incentives and internal dynamics of informal urban settlements, ii. spatial study from the perspective of cities. While the first theme allows to analyse housing decision making by households in a context of informality, considering the interaction with public policy instruments of housing provision and urban service, the second theme, from a macro approach, tackles the problem of informal settlements and their relationship to urban structure, other types of informality, and the agglomeration economies. In this way, the heterogeneity of the urban system is described. and structural barriers are identified to make the cities spaces for the development of the social inclusion. This is developed through different methodological approaches that
include primary data collection, theoretical modeling, estimation of models based on agents, econometric exercise and economic experiments. In this sense, the project called "Cities as Scenarios for Social Inclusion" will aims to investigate in depth the relationships between the processes of occupation in the countries of the region. informal urban settlements, in order to understand the mechanisms of operation and social organization that allow for the proposal of public policy parameters for the improvement of quality of life conditions in Colombian cities. Through the publication of stylized facts of the database, consequence of the different experiments to be carried out and books resulting from the research, is projected to make Dissemination of findings in the field of urban policy. At the same time, thanks to the municipal measurement of labour market indicators (especially of and the empirical model of agglomeration economies (the wage equation), we can see that the will provide new tools that will serve to provide efficient public policies, as well as as well as, challenges that the market faces in an updated way. Finally, with this project of urban policy, it is also expected, through the different research exercises in the medium term to have access to a number of opportunities for research. for the private sector, e.g. Camacol and Asobancaria, that incentivize the use of the formality of the country's urban system. Thus, in the long term, the public policies the provision of housing and other elements studied to be inclusive, provide better opportunities for all, and contribute to the resolution of bottlenecks
